Circuit breakers do not trip at 80% of rated current. 15A receptacles may be used on 20A branch circuits since a 20A plug will not fit. I dont disagree ,,, My point to the issue was,,,,, until the resistance reaches a certain load the current is drawn from the outer skin of the wire. A LED bulb doesnt have the resistance to draw from the center. A dragging motor will need more electric and more electrons ,,needing more of the condu...

Wow -- lots to consider here.... First, if you use a 20A breaker, then you must have ALL the circuit wiring 12 ga -- NOT 14 ga. Also all receptacles on the circuit must be rated at 20A (one of slots looks like a "T" on its side) -- NOT 15A receptacles... otherwise, keep the 15A breaker... ...

The sound is very mechanical like the sheave rubbing on the the motor bracket. That should not effect the start up but should be corrected. You could check with Skip at http://mkctools.com/mark%20v%20parts.htm -- He will upgrade your quill for $95 ---- Also better than $180!!!
