Whili-gig build question

I built a while-gig some years ago. It's never worked very well. Are they supposed to be balanced on the pivot point?

Spelling was not a problem. Meaning was.

So if 'windmill whirlajig' is the subject, I believe not only is balance(of the turbine/propeller) crucial, but also torque requirement varying to drive the motion.
