The starting capacitor (part of the motor) is there to increase starting torgue. Your symptoms would lead me to believe you have a bad motor starting capacitor.
Shopsmith doesn't provide a parts breakdown below the motor level so you will have to go elsewhere if you are going to buy a capacitor. Any good motor shop can help you.

I suspect you have a bad motor. It might be as simple as the capacitor being bad. I would suggest that it is time to pull the motor and take it to a motor shop for a checkup.
