Looks like those casters on sale were not that good of deal. I think they were $8-10 poly casters rated for 200lbs.
These are on my workbench and as you can see they crumbled, I think they were 5-10 years old. With all the junk on and in my bench it would probably be 400 lbs or maybe more

Now to fix the problem. These were both swivel and roll lock that worked well but I think I want the workbench flat on the floor.
Removable casters?
Legs that lower?
Or something else?

I do not have the room under bench bottom to have swing out casters.

Any ideas?

Peachtree and Woodcraft and probably others have workbench coasters where the workbench sits on the floor and you raise it to move. I got mine from Peachtree and like them. About $50.00

Take some size and height measurements and go shopping in your local stores. Somebody likely has some that could be direct replacements and not mess up the height of your bench.

It would be helpful to some to know what brand casters these are. However, if I read your post correctly, you stated that they were loaded at twice their advertised weight.

I used Shopsmith retractable casters on my workbench over 20 years ago and they are still going strong. They work just like the ones on the Shopsmith setting the bench firmly on the floor until you want to raise it for moving. It was a little difficult fixing them at the proper angle on the workbench legs but well worth it in the end.

Considered just replacing the wheels?

I bought these at woodcraft.
Looking at the ad they say 300 lbs per wheel with implication it is 300 per wheel or 1200 lbs total.
I can lift (barely) one end of the bench so I think the total weight is well under the 1200 max.

Further investigation shows the poly coating on the tread of at least one other wheel is breaking down so it isn't just one bad caster.

Rockler has a set of casters that allow you to lower the bench on to solid legs which I think might be my solution. Although I did see woodcraft has 3 inch diameter replacement wheels. I find it Interesting that they carry them.

You turn the red wheel to raise or lower leg. Also excellent to level as you can adjust height on a four corners. But the price!

Those $100 caster are great except for the price. Where I worked we used them on the machines we built. The price wasn't bad on machines that cost several hundred thousand dollars. So if you can justify the price they would serve you really well.

I put these on my new workbench, it is easily ~250+ lbs without anything on it, and it always has a bunch of crap on it, so probably closer to 350ish. These are working great thus far, got them at Woodcraft on sale:
